Construction incidents on high rises are up, including fatal falls, and day laborers comprise a significant number of these falls. Efforts to keep workers safe on scaffolds include outreach events which distribute safety information to workers in multiple languages, but there is little beyond that. General contractors are not licensed by the city (something recently addressed, which I'll track), so there is no way to keep tabs on the most common offenders. Many pro-business types are attempting to repeal section 240 of the Labor Law, known as the Scaffold Law, and Spitzer has vowed to address it.
How is the safety of scaffolding in the city? How effective and frequent are these outreach events? What shape will the new section 240 of the Labor Law take? Is it possible to track general contractors by their scaffolding? How are workers trained and accommodated on scaffolds at places like Deutsche Bank, where extremely intricate scaffolds are being used?
